MOSCOW, October 26. /TASS/. Russian President Vladimir Putin signed a decree approving the new Climate Doctrine of the Russian Federation; the document was published on the official legal information portal.
At the same time, the order of the head of state dated 2009 approving the previous version of such a doctrine is declared invalid. In total, the new doctrine has 21 pages, 5 sections (general provisions; goals, basic principles and objectives of climate policy; geographical and other features of the Russian Federation in solving climate change problems; implementation of climate policy; subjects of implementation of such policy) and 70 points.

The key long-term goal of the Russian Federation’s climate policy, according to the document, is to achieve carbon neutrality no later than 2060.
It is also emphasized that, in general, a long-term solution to the problem of climate change is possible only with the participation of all states, and Russia is involved in the development of collective measures. “The problems associated with climate change, in particular ensuring a balance between economic efficiency and social justice, eliminating potential conflicts of interest in connection with extreme manifestations of climate change, cannot be solved through scientific methods alone. In such situations, it is possible to find a balance only within the framework of political process," the doctrine says.
It is separately stated that climate change creates threats to the security of the Russian Federation, which must be responded to “using means that can ensure the desired environmental and economic effects.” It is also noted that clarity and transparency of climate policy must be ensured at all levels of government.
The document lists five main tasks of climate policy, including the development of its scientific and information basis and the continuation of mutually beneficial international cooperation of the Russian Federation in this area in bilateral and multilateral formats. In addition, the doctrine contains a list of the main expected adverse consequences for the Russian Federation due to climate change (including increasing risks to the health of citizens)
