This is not a “treaty” which requires 2/3 Senate approval. This is an “amendment” to the IHR which does NOT!
Former MN Congressman Michele Bachmann and candidate for President in 2012 has explained how they specifically added the amendment to avoid the required Senate vote. After the last 3 years, would that surprise you? She is the Dean of the Robertson School of Government at Regent University. She knows of what she speaks.

Senator Ron Johnson just recently proposed a bill that anything passed at The WHO would have to receive a Senate vote. The Senate voted it down!!! Search this!!

In this case, the 2/3rd US SENATE VOTE WOULD NOT BE REQUIRED.
