I'm not a lawyer but I would think that if someone takes this money then they might not be able to press criminal charges or get appropriately more compensation later.

They may be buying victim's silence at a bargain basement price.

Exactly right. What a disgraceful insult to pay $22,500 to cover the murder of an innocent person by the government. What has been done to humanity by these evil monsters can never be compensated with their filthy money.

There's no compensation for murder but $22k is insultingly low (not as insulting as $700 in Maui, though) for hush money.
