For some reason PCR seemed reliable in NZ. Or at least mostly reliable. Rather than exaggerating case numbers it was used to track cases and apparently eliminate clusters of cases. (Until Omicon, when we gave up tracing anyway.) Perhaps it is a valid tool if used reasonably.
