What were/is the percentage of shots that killed immediately? Some may say it’s less than the 4.2%. Think about this though. What if the 100% kill shot was only administered in hospitals and retirement homes against people beyond a specific age?

So the WW governments didn’t have to pay the pensions of those they murdered.
Where else would the governments get the funding to pay off the hospitals and doctors who participated?
