Problem here, is that ruling is related to an old mandate, the most recent one written at the end of 2021, mandate any person over 50 yrs old (it's pretty ridiculous why 50 and not 40 or 60...).

In fact the italian Health Ministry did give the power and the duty to do so to the.... Tax Agency!
It's an Operetta written by squalid and ignorant politicians, almost criminals, as the italian ones are. But they are in good company with almost all of the Western countries.
Our main problem in Europe is EU itself and especially EU Commission, not elected by citizens, that has the full power to make any rule they like without need to have EU Parliament approval. I called them EuroReich. On top of that there is NATO, the most criminal organization in Europe lead by an American.... that is not a coincidence at all, sory!
If you asked European citizens of the 12 founding countries of EU, if they would have accepted Romania, Bulgaria, Polonia, and many of ex USSR countries to be part of EU, almost all would have answered: No thanks!
But the pressure of Nato and USA imposing their own agenda on european citizen made EU Commission accepting them.
Covid is just the result of 75 years of US Empire in Europe, west or east.
Well, this is precedent setting......baby steps....I'll take what I can get right now...I remember my despair in February in Canada with all the craziness of COVID and the truckers' convoy was dismissed .....at least this feels right, even if it's only for a fleeting moment.....
