One could cripple the city without flattening it by detonating high in the atmosphere, where an electro-magnetic pulse would be generated and would fry any transisterized circuits (pretty much anything electronic), unless heavily and specially shielded. But any conductive path could transfer this energy, because they would be an antenna for this energy pulse.
As someone below mentioned, it could also be a neutron bomb which would disrupt cells - essentially killing people, and not hurt buildings.
