Like all such organizations, they keep meticulous records. So we should be able to look in the record for the names of those that authorized and implemented this crime against humanity.
Since this is a state of war, any use of bioweapons is prohibited, by international convention. This program is now being carried forward by international bodies and the pharmaceutical companies, which are perpetuating this crime against humanity, with the assistance of politicians.
