The molecular manipulation he's discussing are much more complex than simple carbon structures in graphene, and the neural communications capabilities are much more complex than 5g.
Elon has a company Neuralink that is investigating these things, so between government and industry a lot of progress is likely. We certainly should never again accept vaxes or any other med from unreliable sources like the US government without thorough vetting.

A single carbon atom is about a tenth of a nanometer, so you line up a few in a graphene sheet and you're up to a nanometer, but it won't do anything useful. Useful devices are down to thousands of nanometers at state of the art, most useful devices are much bigger than that.
