The accession process of Donbass and two regions of southern Ukraine to Russia will include several steps
The Donetsk and Lugansk People’s Republics (LPR and DPR) along with Kherson Region and part of Zaporozhye Region in southern Ukraine have voted to join Russia in referendums that were held between September 23 and 27.
In Lugansk, more than 98% of voters have supported the idea to join Russia, official figures show with all the ballots counted. Donetsk has shown similar results with more than 99% of voters supporting the move. Both Zaporozhye and Kherson regions have process all the ballots by late Tuesday, with 93% and 87% of voters respectively backing the split from Ukraine and reunification with Russia.

US Secretary of State Blinken says Washington won’t recognize “annexed” regions as Russian
Washington has no objections to Kiev using Western-supplied weapons to target territories that may decide to join Russia, as the US considers the vote to do so illegitimate, Secretary of State Antony Blinken said on Tuesday.
The US and its allies have supplied Ukraine with a variety of weapons, including tube and rocket artillery. At a joint press conference with his Indian counterpart Dr. Subrahmanyam Jaishankar in Washington, Blinken was asked if the US had any objections to Ukraine using those weapons to attack targets in Donetsk, Lugansk, Zaporozhye and Kherson, which just wrapped up a vote on joining Russia.

A former Polish Defense Minister, Radek Sikorski, has attributed to the United States the sabotage of two pipelines, Nord Stream 1 and 2, which carry natural gas from Russia to Germany. “Thank you, USA,” Sikorski wrote on Twitter. Sikorski was Minister of National Defense from 2005 - 2007 and served as Deputy Minister of National Defense and Deputy Minister of Foreign Affairs, previously. He is currently an elected member of the European parliament.

The CIA warned Berlin about a possible attack on gas pipelines in the Baltic Sea “weeks ago,” German magazine Der Spiegel reported on Tuesday. Germany was looking for answers after both of Russia’s Nord Stream pipelines were damaged and a massive gas leak appeared off the Danish island of Bornholm.
A tip from the US spy agency was “received in Berlin during the summer,” the outlet said, citing “several people familiar with the matter.” Officially, however, the federal government declined to comment on intelligence-related matters.

Congress has complied with the Biden administration’s request to include $12 billion for Ukraine in its stopgap funding bill, Reuters reported Monday.
GOP senators remained divided over whether to support the funding request in the continuing resolution, a funding bill that needs to be passed by Sept. 30 to avert a government shutdown, CNN reported on Sept. 19. However, a source familiar with the ongoing negotiations said Congress had agreed to $12 billion in aid on top of the $4o billion authorized in May, Reuters reported.

Gates Foundation commits $200M to digital ID and other public infrastructure
The Bill & Melinda Gates Foundation has renewed its commitment to digital ID, topping up its investment in the space as part of a total package of $1.27 billion in support for global health and development projects.
The latest funding commitment includes $200 million for digital public infrastructure, which includes digital ID and civil registry databases.
The announcement accompanies the sixth annual ‘Goalkeepers Report,’ which assesses progress towards the UN’s Sustainable Development Goals, and acknowledges that by most indicators, the world is well behind the pace needed to achieve them by 2030.

Hurricane Ian keeps getting stronger as it barrels toward Florida, prompting urgent evacuations and threatening dangerous storm surges in places not used to getting hit directly by a hurricane.
Ian is now a Category 2 hurricane on the Saffir-Simpson wind scale, according to a 5 p.m. ET update from the Miami-based National Hurricane Center. The eye of the storm is located around 150 miles southeast of the western tip of Cuba and Ian is moving north-northwest near 13 mph, the center said.
