We visited the UK and a little town on the shores of the North Sea in March of 2006, staying at an Air B and B type home. The owner settled us and left for the night and we had no way of reaching her. At 1 am we awoke to find the temperature in the home had dropped so much we were getting bone wracking chills. Apparently the tradition there was to set the thermostat to drop a great deal at night. Unable to reach our hostess, we went back to the sitting room where I built up the fire in the hearth and stoked it all night so we would not freeze. The UK is very northernly and is quite cold compared to most of the U.S. so the cold is not just in the most winter months but much of the year.

The book: Nudge--made popular by President Obama's endorsement advocates incremental changes toward the desired goal as the best way to accomplish government goals....and the cutting off of heat to the elderly is definitely a nudge toward the grave of especially elderly or otherwise frail individuals.

Could they not buy fake passports and enter at Dover to get hotels and medical care?

Maybe we can start an NGO to help them migrate “in”?
