As of Wednesday evening, members of the Texas National Guard, under Title 10 authority and the command and control of U.S. Northern Command, have been deployed to the Chicago metropolitan area.
These troops are deployed to protect Immigration and Customs Enforcement (ICE) and other government personnel performing federal functions, including federal law enforcement, and to protect federal property, U.S. Northern Command reported in a statement obtained by NBC News.

About 200 Texas National Guard troops began protecting federal property in the Chicago area on Wednesday, a Northern Command spokesperson told The Associated Press.
The troops arrived at the U.S. Army Reserve Center in Elwood, 55 miles (89 kilometers) southwest of Chicago, and were deployed Tuesday. The spokesperson could not immediately provide details on how the troops were armed.

The current federal shutdown, now in its thirty-third day and poised to become the longest in U.S. history, stems from the deadlock between Democrats and Republicans in the Senate over passing a new budget to reopen the government, contingent on the approval or rejection of aid for health insurance.
Democrats are demanding that, in order to give Republicans the votes they need to pass a temporary budget allocation to lift the shutdown, subsidies for the Obamacare affordable health insurance program, which expire at the end of the year, be extended, while conservatives are calling for the government to be reopened first and for negotiations on aid to take place later.

Underwood told me that the tremendous resources deployed by Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) have created a situation where “no one’s safe” in her district, which includes cities like Naperville and Aurora. She specifically cited the ProPublica findings that nearly 20 of those detained were children.
“That passport is how you prove your U.S. citizenship,” Underwood stressed. The Congresswoman, who has served as Ranking Member of the House Appropriations Subcommittee on Homeland Security, described the harrowing casework of citizens who are detained without documentation, forcing their families to rush paperwork to prevent them from remaining in “devastating, inhumane, cruel conditions for an extended period of time.” Her advice: “make that financial investment, get a passport for you and your children.”
